The Heart & Stroke Foundation of Barbados, President, Lt. Col. V. Owen Springer Lt. Col. V. Owen Springer has been a member of the Heart & Stroke Foundation of Barbados Board since 1994 serving as secretary to the Board for eight years, as Vice President 2002 to 2006, Vice President Financial Services 2006 to 2009 and was elected as a director in 2009

A retired divisional manager (Engineering and Operations) of Barbados External Telecommunications Ltd., Lt. Col. Springer is a former Commanding Officer of the reserve unit of the Barbados Defence Force and Commandant of the Barbados Cadet Corps. He is Vice Chairman of the Barbados Legion Council.

Lt. Col. Springer is a Charter Member of the Lions Club of Barbados South and a former Governor (District 60B) and Chairman of the Council of Governors of Lions International District 60.

Lt. Col. Springer is a former Queens Scout and is currently the Deputy Chief Commissioner of the Barbados Boy Scout Association. He is a member of the Council of the Girl Guides Association of Barbados and Vice Chairman of the Duke of Edinburgh Awards Council.

He is the chairman of Worldwide Travel Agency, and a former chairman of the Board of Management of Harrison College. He also serves on other Private and Public Boards.

In 1977 he was made a Member of the Royal Victorian Order (MVO). He was later awarded the Efficiency Decoration (ED) by the Barbados Regiment and the Meritorious Service Medal (MSM) by the Defence Force.

Lt. Col. Springer is married and has two daughters.
